『よりよい復興：アジアにおける災害復興の挑戦』

本書はアジアにおける災害多発国９カ国から、社会科学や工学分野の執筆者を集めた共同研究の成果であり、2019年度開催の第2回世界防災フォーラムおよびアジア法社会学会大阪大会における共同セッションの報告・討論の到達点を発信するものである。

2015年に仙台で開催された国連世界防災会議において、仙台減災フレームワークが採択され、その４つの柱の一つとして「災害復興」が取り上げられた。そのメインテーマが、Build Back Better（よりよい復興）である。しかし、Build Back Betterの定義は明示されておらず、何が「よりよい」復興の目的であるのかについて、各国各社会で異なる解釈が行われている可能性がある。本書は、アジア９カ国の災害復興の実証的観察を通じて、災害復興における目標の共通点と相違を明らかにしていく試みである。

本章は３つのパートから成り、第一部では災害復興の定義やその前提を為す本質的課題についての論考を集め、第二部では東日本大震災を中心に日本の災害復興について考察を深め、第三部ではネパール・バングラデシュ・ミャンマーの事例検討からアジアにおける「よりよい復興」の特色を探っている。

This volume aims to contribute to the establishment of a new methodology for evaluating the status of post-disaster recovery across Asia, which will enable a streamlining of post-disaster policy orientations. In seeking a better society-focused model, it also aims to make an international comparison of the learned lessons that have accumulated from mega-disasters. In contrast to the governmental approach to recovery evaluation that focuses mainly on physical structures and socio-economic macrolevel indicators, this volume seeks a common framework which focuses on the recovery of lives and livelihoods and the various micro-level conditions and systems that contribute to individuals attaining recovery. It also compares the differences in recovery policies and institutions in Asian countries aiming at “building back better” (BBB), which is the main slogan of the Sendai Framework for Disaster Risk Reduction 2015–2030 (SFDRR).
