本書は、北極法秩序の枠組みや内容の展開における非北極圏アクターの役割について批判的に検討したものです。アジア諸国、ヨーロッパ諸国、先住民、NGOなどの視点から、特に2018年5月に発効した北極科学協力協定や、2018年10月に署名された中央北極海における画期的な漁業協定などを題材に考察しています。加えて、我が国産業界にも関心が高い北極航行レジームおよびガバナンスについても、分析がなされています。
