1970年代からミャンマーで進められてきた内向きの経済政策による輸入代替は、結局のところ失敗に帰し、非効率な国営企業と広範な貧困が残された。1988年に成立した軍政は、経済の自由化、外国投資の開放そして貿易への民間参入を進める。これらの政策は、市場経済化という世界潮流と軌を一にするものではあったが、不安定な政治環境もあり、この国では近隣の東南アジア諸国とは相当に異なる経済の様相が形成されてきた。
本書は、1988年から2000年代までのミャンマーの経済政策とその成果の流れを追うことによって、軍政期のミャンマー経済の経済発展の全体像の把握を目指すものである。
主要な問題関心は以下の2つからなる。第1に、軍政当局は、非効率な社会主義経済システムをどのようにして改革し、そしてどのような形の市場経済に変容させてきたのか。第2に、軍政当局は、大規模な貧困削減に決定的に関わる農業部門や低開発部門をどのようにして開発してきたか、そして、それは成功したのか否か。
執筆者たちは、政府統計の信頼性の乏しさという限界を、マクロ・レベル、ミクロ・レベルの様々な情報を駆使することで克服し、政府が、こうした点についてどのように対処してきたかを明らかにしようと試みる。
